ACS |
Provided
by the USPS, ACS is an electronic enhancement to traditional COA
(Change-of-Address) update methods. Participating mailers include a unique
ACS code to the address area of mailpieces to identify them as ACS
participants. As UAAs are encountered by CFS (Computerized Forwarding System)
sites, the code prompts the CFS to notate the customer's move information,
consolidating the information nightly at the NCSC (National Customer Support
Center) in Memphis to be provided to participating ACS mailers according to a

| Ancillary Service Endorsements |
|
UAA
mail is typically forwarded, returned to sender, or treated as dead mail as
authorized for the particular mail class. A mailer endorsement is used to
instruct the USPS on what to do if the piece is UAA (disposition), more
specifically allowing the sender to obtain the addressee's new (forwarding)
address (if the addressee has filed a COA with USPS) or the reason for
non-delivery. These Ancillary Service Endorsements may be placed on the
mailpiece under the return address block, above the delivery address block,
to the left of the postage area or below the postage area. First-Class Mail
may include the following endorsements: Return Service Requested - If UAA,
the mailpeice is returned with the new address or reason for non-delivery at
no charge, Temporary Return Service Requested - If UAA and a temporary COA has been filed, the mailpiece is
forwarded at no charge however no notice of the new temporary COA is provided
to mailer, Address Service Requested - In months 1-12 the mailpiece is
forwarded at no charge with a separate notice of the new address provided to
the mailer with an address correctionfee / In months 13-18 the mailpiece is
returned to mailer with the new address attached at no charge / After month
18 or if undeliverable the mailpiece is returned with reason for nondelivery
attached at no charge, Change Service Requested - Separate notice of new
address or reason for nondelivery is provided to mailer and in either case an
address correction fee is charged and the mailpiece is not forwarded or
returned but disposed of by USPS (available for First-Class Mail only when

FASTForward |
The
FASTforward system contains over 40 million permanent COA records filed with
the USPS by relocating customers who want their mail forwarded to their new
address for up to 13 months, updated weekly. The premise is to update mailing
addresses with matching records from the FASTforward COA prior to mailing,
avoiding traditional and slower mail-forwarding activities. FASTfoward exists

FASTForward
for MLOCR |
The
FASTforward® for MLOCR version interfaces with commercial mail-processing
equipment, such as multi-line optical character recognition systems (MLOCRs)
and remote video encoding (RVE) stations. Licensed systems are required to
have a FASTforward interface that meets USPS specifications. In this
scenario, previously prepared mailpieces are redirected to the recipient's
new address through a matching process of the MLOCR optic
lift or RVE keyed data off of the mailpiece against the permanent NCOA records filed
during the preceding 13 months. The new/forwarded to address is encoded onto
the mailpiece with a text representation, including appended ZIP+4/DPC

FASTforward
for Mailing List Correction |
The
FASTforward® for Mailing List Correction version provides FASTforward
licensees the ability to update computer-based name and address mailing lists
electronically, prior to the creation of the mailpiece. Like FASTfoward for
MLOCR, the licensee is required to have a FASTforward interface that meets
USPS specifications, however, the new address information is obtained through
a matching process of the name and address contained in the mailing list
against the permanent NCOA records filed during the preceding 13 month
period. If new address information is returned the effective date of the move
and the carrier identification for the new address are also returned. The

| National Change of Address |
NCOA |
NCOA
is a service offered to mailers through a network of businesses individually
licensed for NCOA by the USPS. Licensees are authorized to perform
address-matching services on mailers' lists at prices that are competitively
determined by the market (prices vary from licensee to licensee ranging from
$2 to $5 per thousand). Licensees receive current COA updates on a weekly
basis. The NCOA process should systematically analyze each address in the
mailers' list, attempting to verify and correct ZIP Codes, standardize format
for address, city and state names, append ZIP+4 Codes, add carrier route
codes, and add delivery point barcodes. Once the standardization is
completed, the entire mailers' list is matched against the NCOA database.
When a match from the list is made to an NCOA name and address, the new
information is returned to the mailer. The NCOA database contains address
information for individuals, families and businesses that have moved within
the past 36 months and register a permanent move with the Postal Service.
Temporary moves are not recorded to the NCOA database. The NCOA process will
provide the mailer with PS Form 3553 which certifies the list was updated on
a given date by CASS (Coding Accuracy Support System) software. In addition to
the NCOA standard service, some licensees offer a NIXIE option in conjunction
with NCOA. The Nixie Option is used to cleanse mailing lists further. Nixie
returns a code (NIXIE Score ranging from 1 to 4) indicating a match was close
but not good enough to meet the strict USPS matching guidelines. The Nixie
code indicates the reason a match could not be made with the NCOA file, and a
mailer can investigate the address record and provide necessary corrections.
A no-match to the NCOA file does NOT return the new address - the Nixie

| Computerized Delivery Sequence |
CDS |
The
USPS provides this service, re-ordering the sequence of lists submitted by
comparing it to the USPS DSF (Delivery Sequence File) and removing UAAs from
the file. The USPS NCSC provides this service with their CDS dept. Files are
submitted in EAS (Electronic Address Sequencing) format to the CDS dept
either via email (small files) or through the CDS website. The service is
offered at three levels: Level 1- Sequencing of Addresses - Includes
walk-sequence sorting and removal of each UAA at $.30 per UAA, Level 2-
Sequencing of Addresses plus identify location of missing addresses -
Includes Level 1 features as well as provides a list of locations of missing
addresses in the original file still $.30 per UAA, Level 3- Sequencing of
Addresses plus adding missing or new addresses- Includes Level 1 & Level
2 with the addition of missing and new addresses at $.30/UAA and
$.30/new-missing address (required for CDS qaulification). Level 3 sequencing
is a recurring service where CDS keeps your list on file and sends you
updates on a schedule. Files must be submitted with accompanying DUS
(Delivery Unit Summary) form (CDS002).

| Locatable Address Conversion System |
LACS |
Provided
by the USPS to licensees, LACS licensees process mailing lists add new
addresses in areas in which new 9-1-1 emergency systems have been
implemented, usually involving changes of rural-style addresses to city-style
addresses. May also result in renaming or renumbering of existing city-style
addresses. LACS may be run as a stand-alone process or a backend process to
NCOA service. Mailing lists are first standardized to conform to USPS Postal
Addressing Standards with ZIP+4 information. Then an attempt to match the
address against the LACS database is made. If a match to the old address is
found, the newly converted address is provided. Mailers must use a LACS
licensee to take advantage of this service, or become licensed.
